DMO Rating System Has Been Put into Practice

Our Directorate General, which carries out the central purchasing function on behalf of public institutions, has put into practice the Rating System for catalogue companies in our e-Sales Portal, which is an important sales channel, within the scope of efforts to increase the quality of service provided, to support domestic production and to develop more effective and saving strategies in public expenditures.

In addition to the public procurement of quality products and services, the Company Rating System, which is thought to contribute to the development of the production, market and competitiveness of the companies and aims to increase the quality of the companies, products and services included in the catalogue, has been designed as the “Internal Rating Model”. Scoring and rating will be made on the basis of numerical and qualitative criteria to be established by the system and the purely electronic infrastructure such as;

  • the financial structure of the companies,
  • their ability to take part in the catalogue,
  • whether they are in the position of domestic producers,
  • their level of compliance with the contract provisions,
  • the quality level of the products,
  • the service quality offered after sales,

and by using international statistical analysis techniques. Thus, it is aimed to create institutional memory by categorizing the suppliers according to the scores and grades they receive.

The classification of the rating in the said system is (A), (B+), (B), (C), (D) and (E), and suppliers included in the catalogue in 2018 will be able to see their scores on the supplier pages.

After the completion of the test period of the system, which was implemented with the test application for 2019, it is aimed to bring the companies that are manufacturers or that offer quality products and services to the forefront, and to closely monitor the companies that have disruptions in service delivery and to take remedial measures.
