Support for Domestic Products and Producers from DMO

The rate of domestic products that are sold by DMO, the central purchasing body of Turkey, has been 60% in 2017. Total sales amount of DMO has been recorded as 3,9 billion liras.

DMO sides with domestic producers by procuring from domestic market most of the needs of public institutions and organizations.

DMO procured the needs of 6.500 public institutions and organizations with products from 1.300 suppliers in 2017. The rate of domestic products in these sales was 60% and in 22 of 35 main product groups, this rate reached 100%.

In the grading of domestic products; furniture, office furnishings, dormitory and guest house materials, school tools and supplies, fire extinguishers and cleaning products took the lead. It was specified that the rate of domestic products in furniture was 100%, in durable products 86%, in tires and batteries 86%, in hospital equipments and medical devices 57%, in computers and IT products 11%.

E-Sales Was Preferred in Public Procurement

70% of total sales of DMO, procuring public needs with fast and transparent procurement methods, was carried out through e-sales portal and the e-sales amount increased by 20% compared to the previous year.

The number of buyers making procurement through e-sales portal increased by 7% compared to the previous year and the number of products sold in e-sales portal increased by 17%.

3 Different Catalogues for Domestic Producers

DMO, which diversified its catalogue applications within the context of “Technology Development through Public Procurement and Domestic Production Program” and developed SME Catalogue, Attraction Centres Catalogue, Techno Catalogue, enabled convenience and cost advantages to domestic producers and access to public market for small and mideum sized producers.

It is aimed that DMO’s studies to procure the consumables subject to common use with aggregate purchase,  to provide package program solutions with bulk purchasing method, to perform the purchasing and leasing of vehicles and construction equipments from a single centre, contribute to the increase of the rate of domestic products and public savings.

Healthcare Market Application

A Protocol was signed in January, 2018 between the Ministry of Health and the Ministry of Treasury and Finance with the aim of the procurement of pharmaceuticals and medical supplies needed by the Ministry of Health in a faster and more efficient way through DMO. Within the context of this Application included in “The 100-Day Action Plan”, the most used 100 medical consumables will be procured by DMO through e-tenders at the national, regional and provincial levels. It is assumed that the project will provide 20% savings to the public.
