Public Procurement and DMO Directorate General in the Medium Term Program
The Medium Term Program, covering the years 2025-2027, has been published in the Official Gazette. The policies/measures directly related to DMO Directorate General are listed below:
An e-Procurement System, that will enable central public procurement policies focused on savings, will be implemented in order to carry out the detailed analysis and management of public procurement. Domestic products and technology transfer will be supported through public procurement.
The scope of the Healthcare Products Market will be expanded, further strengthening the supply chain for medicines and medical supplies.
Research and development (R&D) efforts will be conducted in health sciences and technologies, especially in vaccines, medicines, medical devices, diagnostic kits, and artificial intelligence applications, as well as in the defense industry, to ensure the local production of high-value-added products.
To promote the widespread use of electric vehicles, a charging station network will be developed, with special emphasis on supporting the use of locally manufactured electric vehicles.
The use of public vehicles will be systematically reviewed based on needs analysis and savings-oriented approach. Vehicles that are surplus to requirements or have reached the end of their economic life will be decommissioned, and in new vehicle acquisitions limited to mandatory cases, priority will be given to domestically produced and environmentally friendly vehicles, taking into account economy.
Public services will be carried out with an emphasis on efficiency and savings, institutionalizing and monitoring compliance with savings measures.
Mechanisms will be developed to ensure the secure and innovative use of information technology services in the public sector, achieving savings and efficiency in software, hardware, and infrastructure expenditures that create foreign trade deficit.
Public procurement legislation will be updated to align with international norms and standards, prioritizing a procurement approach that supports digitalization, innovation, and sustainability. Sector-specific public procurement regulations will be implemented.
In line with all the policies/measures that directly and indirectly affect DMO Directorate General, we will continue to create value to improve the public procurement ecosystem.
